This is not because crime rates are excessively high, but the Poles consider a guard employed by a security firm as status. And many of them are cheaper than installing cameras. Many of the guards were unemployed or are retired. The Polish state pension dates back from the cold war era and is not sufficient to sustain the lives of people.
